Colorado's Chatbot Safety Act Takes Effect as First US Law to Regulate AI Chatbots for Minors

My take: On August 12, Colorado became the first US state to regulate specifically how AI chatbots can interact with minors. This is not vague regulation: it requires operators to estimate user age, disclose that users are talking to AI and not a person, and eliminate engagement-reward mechanics or simulated emotional dependence when the user is a minor. It also mandates response protocols for suicide and self-harm risk. Full privacy protections take effect January 1, 2027.

This type of legislation matters beyond Colorado: it is a map of where AI regulation is heading in other states and, eventually, at the federal level. Companies already embedding chatbots in their products have months to prepare; those still in evaluation mode have time to design their flows correctly from the start.
